Created in December, 1998 by Community Teamwork Inc, The City Of Lowell and Middlesex Community College “to provide entrepreneurs from ethnically and economically diverse groups with the education, tools and resources needed to create, sustain, or expand viable small business.” Offers a broad range of services, including Right Start (a six week Entrepreneurship training program), as well as an extensive business library that may be used with a community library card. Also offers business plan counseling, financing assistance, means tested free legal assistance, and on-going counseling through the first year of operation.

Promotes job growth, retaining existing jobs, and stimulating private investment within MA. Its mission is to facilitate governmental resources and incentive programs that will help business grow faster and stronger.
The MOCD helps comapnies obtain training grants.
It works with MassEcon, cities and towns to find sites for companies to locate, relocate or expand within MA.
It acts as a liason between companies with exportable products and the Small Business Development Center Export Department. The MOBD and The MA Office of Internatiional Trade and Investment assist foreign companies that want to invest in MA.
Massachusetts Small Business Development Center (MSBDC) Network
The MSBDC Network provides free, confidential, one-to-one management and technical advising and low-cost educational training programs to prospective and existing small businesses throughout the Commonwealth.
It is designed to effectively service small businesses throughout MA.
It also provides specialized services in the areas of capital formation, minority business assistance, international trade and procurement technical assistance.
